Basic chemistry comes into play when you place a steel structure into a salt bath and watch the long-term effects of galvanic corrosion over several years! Since the tower is grounded deep into the bedrock, it benefits from having cathodic sacrificial cathodes connected to the tower to reduce corrosion so obvious at this level.
Connecting the cathodes to the tower sacrifices the cathodes, rather than the tower!

FPTower Inc. nonprofit 501(c)3 has completed an agreement transferring its ownership interests associated with the Frying Pan Shoals Light Tower to private ownership. While this transition concludes our direct stewardship of the Tower, it does not change who we are or why we exist.
